PROBLEM: The greatest problem facing some countries at this time is the availability of water for its rapidly growing population and pollution. No comprehensive system of water and air monitoring, both qualitative and quantitative, exists.
SOLUTION: A system of microwave sensing satellites and ground based stations linked by computer network and incorporating information from government agencies and private organizations will efficiently monitor the total water environment. The information will then be shared with the network of water resource managers, federal and state government agencies, and international NGOs involved with water problems.
